What is counted
The district table
The draft roll is the list published once the enumeration forms were collected. The names left off it, district by district and by the reason entered, are from a table by the Chief Electoral Officer (CEO), who keeps the state's rolls, titled "Status of Electors in Draft Roll as on 06-01-2026". For each of the 75 districts it gives the roll of 27 October 2025, the draft roll and the names left off under five reasons, which are death, untraceable or absent, permanently shifted, already enrolled and others. The CEO's site cannot be reached from outside India, so the table is the CEO's as published in the press. It is read by eye from the photograph of it that India TV published on the same day. Its state row matches the CEO's press note of 6 January 2026.
How the table was checked
Every row has to add up two ways. The roll before less the draft must equal the names left off, and the five reasons must add up to the same number. A misread digit anywhere in a row breaks at least one of the two. Every column must also add up to the table's own state row, which gives on the roll before, on the draft and left off. The site is not built unless all of these hold.
The rolls by sex and the final roll
The final roll is the draft after the names added and deleted on claims and objections. The draft and the final roll of 10 April 2026, by sex, are from the CEO's own post of 13 April 2026. The roll before the revision has not been published by sex. The names left off by sex, 1.55 crore women and 1.34 crore men, are the CEO's figures as he gave them to the Hindustan Times on 18 January 2026, rounded to the lakh. The roll before by sex is the draft by sex plus those figures, so the rates for women and men carry the same rounding.
Urban and rural
The same Hindustan Times report gives the CEO's rolls before the revision and at the draft for the urban and rural areas, 4.16 and 2.99 crore urban, 11.28 and 9.56 crore rural. The report prints the rural fall as 1.27 crore, which disagrees with its own two rolls and with the 15.23% it gives. The difference of the two rolls, 1.72 crore, matches both and is used. The comparison by district takes each district's urban share from the 2011 Census, as the Urban and rural page does.
The 2022 margins
No figure by assembly constituency has been published. Each district's names left off are spread over its constituencies in proportion to their electors in the 2022 Assembly election, from the Election Commission's statistical report, and each constituency's share is set against its 2022 winning margin. The constituencies are placed in districts as the 2022 results list them. A real count in one constituency can differ widely from its district's rate, so the spread gives how many seats could have been decided, never which, and never that a result changed. Spreading the state's total with no district split, as the All India margins page does, gives a slightly different count, and the page shows both.
The notices and the hearings
The 3.26 crore notices, the 1.04 crore electors not linked to the 2003 roll, the 2.22 crore with a discrepancy, and the 493 registration officers and 8,751 assistant registration officers who heard them are the CEO's figures in the Hindustan Times report of 18 January 2026. The Hindu (7 March 2026) gave the two groups as 1.4 and 2.02 crore, which add to more than the total, and is not used for the split. Notices per officer are the notices divided by the assistant officers, and per day by the 66 days from 21 January to 27 March 2026. They are averages. The lists do not say how long any hearing took.
District circumstances
The rank correlations are read from the District factors and Urban and rural pages' own files, so this page cannot disagree with them. A correlation is clear of chance when it is larger than 1.96 divided by the square root of one less than the number of districts.
What is from the press
The removed after the draft are from The New Indian Express, quoting the CEO. After the draft, an elector asks to be added with Form 6, and an objection to a name already on the roll is made with Form 7. The Form 6 and Form 7 counts are from The Hindu, quoting the CEO's press conference of 7 March 2026. For Form 7 the split by sex is of the electors whose deletion was sought.
Shifted, absent or other
The press note puts 2.17 crore (one crore is ten million) under shifted and absent. That figure is untraceable or absent, permanently shifted and others together. The All India pages fold the reasons the same way, into three groups that every state reported, the dead, the shifted, absent or other, and those enrolled more than once.
What these tables cannot show
- How many names were left off in each assembly constituency, the area that elects one member of the state assembly. No such table could be found.
- The names left off by sex below the state, or by age at any level. The state split by sex is rounded to the lakh.
- How many of those left off were put back, or the final roll by district.
- Whether each removal was right, or how anyone missing from the roll would have voted.
