Names left off, per 100 electors
India has eight union territories. Six of them were in the revision. Jammu and Kashmir and Ladakh were left out of the Commission's order, which said their dates would be announced later. The chart sets each territory's names left off the draft against its roll before the revision, beside the rate for every state and territory together.
The reasons
The share of each territory's names left off under each of the three reasons every state reported. A reason is what the officer wrote down, and nobody checked it.
After the draft
The net change from the draft to the final roll, for every 100 names the draft left off. It counts people enrolling for the first time as well as names put back, so it is the most that could have been made up. Below zero, the final roll is smaller than the draft.
