What is counted
The state figures
The Chief Electoral Officer (CEO) keeps Uttarakhand's electoral rolls for the Election Commission. The CEO's press note 36/2026 of 14 July 2026 gives the roll on 8 June 2026, when the revision began (), the draft roll () by sex, and a chart of the names left off under four reasons. The press note 63/2026 of 3 October 2026 gives the final roll () by sex, the claims and objections admitted, and the table below.
The constituency table
Pages 3 and 4 of press note 63/2026 are a scanned table of all 70 assembly constituencies, grouped by the 13 districts. For each it gives the draft roll, the claims admitted (Form 6 and 6A, and Form 8 for an elector moving in), the objections admitted (Form 7, and Form 8 for an elector moving out) and the final roll, each for men, women and third gender. The site transcribed it by hand and is not built unless every row checks. In each constituency, for men, women and third gender separately, the draft plus the claims less the objections must equal the final roll. The claims and objections must add to their printed totals, the constituencies to the printed total of their district, and the districts to the state total and to both press notes. All of them hold. Constituency names are written in the Election Commission's spelling. The table prints constituency 35 as Haridwar, where the Commission's name is Haridwar Rural, and leaves off the SC mark of Bhagwanpur, Gangolihat, Bageshwar and Someshwar.
The table of the draft
On the day of the draft the CEO published a table of the draft by constituency, with no press-note number. For each of the 70 constituencies, grouped by district, it gives the polling stations, the draft roll, the electors marked absent, shifted, dead or duplicate (ASDD) and left off, the service electors, and the electors whose entry raised a question. Those are the electors with no mapping to the 2003 roll and those with one of nine anomalies, such as an age gap with a parent of under 15 years or a name spelt differently from a relative's. The site read the table from the PDF's text, not by hand. The constituencies add to every printed district total, and the districts to the state total, in all 14 columns. The draft equals the draft in the table of the final roll in all 70 constituencies. The names left off add to the 8,26,977 of press note 36, and the draft plus the names left off is the roll of 8 June, 79,60,762, exactly. So a constituency's roll before the revision is its draft plus its names left off.
Notices
The electors with an anomaly (19,04,380) and those with no mapping (5,26,228) add to 24,30,608, the 24.30 lakh notices the CEO gave in the minutes of 5 August 2026. The nine anomaly categories overlap, one elector can carry several, and they are never added together. Notices are counted per 100 on the draft roll.
Per 1,000 on the draft
Names added and removed after the draft are counted for every 1,000 electors on a constituency's draft roll. They are a few per cent of a roll, and per 1,000 keeps the figures whole enough to read.
The plains and the hills
The plains districts are Dehradun, Haridwar, Nainital and Udham Singh Nagar, and the other nine are the hill districts. Dehradun and Nainital also take in hill constituencies, such as Chakrata, Mussoorie, Bhimtal and Nainital itself, so the split is by district and says so wherever it is used.
Notices in other states
Uttarakhand's notices are shown with every other state's on How the revision was run.
What these tables cannot show
- The names left off by sex or by reason below the state. The table of the draft counts them by constituency with no reason and no sex.
- How many notices were served, heard or upheld in each constituency. The Indian Express reported on 3 October 2026, from the CEO's presentation, that 97,186 of the 1,04,708 names removed after the draft were electors found ineligible after a notice. The site has not seen that presentation.
- Why an elector was removed after the draft. The table counts objections admitted, with no reason. More women than their share were removed in most constituencies, and the table cannot say why.
- How many of the names added were people left off the draft and how many were enrolling for the first time. So the net rise after the draft is the most that could have been put back.
- Whether each removal was right.

Analysis of the named lists
This site publishes counts only, never a name. For analysis that looks at named voters in Uttarakhand, see the Sabar Institute's analysis of the Uttarakhand removals.
