What is counted
The order
The Election Commission's letter No. 23/2025-ERS (Vol. II) of 17 November 2025 to the Chief Electoral Officer of Assam orders the Special Revision and sets its rules and dates. It was read in full, all 21 pages. The Commission's own copy could not be opened from outside India, so it was read from a copy of the same letter posted on Scribd, whose number, date, signature and contents match the Commission's listing. The SIR rules beside it on the overview are those of the Commission's SIR order of 27 October 2025, as recorded on How the revision was run.
The roll
The constituency tables are the Chief Electoral Officer's own. They are the final roll of 8 February 2024, the draft of 27 December 2025 and the final roll of 10 February 2026, each by constituency and sex. They add up, seat by seat, to the state totals the press reported, and the build checks that. Every other roll figure is the officer's as the press reported it. The draft of 27 December 2025, the D-voters on it and the three reasons for deletion are from The Hindu, the New Indian Express and India Today NE. The final roll of 10 February 2026, by sex, and the fall from the draft are from The Tribune, India Today and All India Radio. The roll of January 2025 is from ThePrint.
Flagged, and not removed
Most reports called the names identified or flagged for deletion. The order tells officers to remove such names through Form 7 before the draft, but no figure from the Chief Electoral Officer says how many were off the published draft, and the draft holds more names than the roll of January 2025. So the pages call them flagged.
Two drafts
The draft was given as on 27 December 2025 and as with the final roll, apart. Neither statement explains the difference, and both are kept as printed. The waterfall uses the first, and the stated fall to the final roll of is measured from the second.
D-voters, tribunals, detention and the NRC
The figures up to 2021 are the Ministry of Home Affairs' answers to the Lok Sabha, unstarred questions 2340 and 2386 of 3 December 2019, 3558 and 3561 of 10 December 2019, 3880 of 17 March 2020, 1485 of 20 September 2020, 1264 of 9 February 2021, 3280 and 3448 of 16 March 2021, 4401 and 4425 of 23 March 2021, and 2624 and 2627 of 14 December 2021, read from the Lok Sabha's digital library. The Ministry gives most of them on the information of the Assam government. The 2026 figures are the Chief Minister's reply in the Assembly on 13 July 2026, as reported by The Assam Tribune and The Wire. The Assembly's own record could not be reached. Every figure in the download says whether it is primary or press.
The checks
The figures are not built unless each of these holds.
- The draft without D-voters, plus the D-voters, is the draft.
- The three reasons add to the The Tribune printed.
- Men, women and third gender on the final roll add to the final roll.
- The draft as stated with the final roll, less the final roll, is the stated fall.
- The six detention centres add to the Ministry's totals for capacity and for men and women held, and men and women add to the total in every centre.
- The tribunals' decisions for 2016 to 2020 add to the printed total of 1,36,064.
- Those found eligible for the NRC and those left out add to the applicants.
What these figures cannot show
- Where in Assam names were flagged or removed. The constituency tables give each roll's total by sex, so they show the net change in a seat, never the names removed and added apart.
- How many of the flagged names left the roll, and how many names were added. Only the totals were published.
- Women's share of the names flagged. No split by sex was found.
- Whether any person on any list is a citizen. None of these counts says anything about that.
- How many people are held in detention now. The latest figures for each centre that we found in a primary source are from 2019 and 2020.
